About CES
Collateral Evaluation Services (CES)
was founded by Larry Woodall in April of 2007 and was later formed into a
Limited Liability Company in the State of Georgia in March of 2008.
Mr. Woodall's initial role with the
company was as sole proprietor; however, after reorganizing the Company in
2008, Mr. Woodall became the Managing Director and Chief Appraiser of the
Company's "Atlanta Office", which is located in Roswell, GA.
George Mann joined CES in October of 2008 as a consultant and business advisor,
and on January 1, 2009 George officially was given a position as a Principal
Partner in the firm. George is now the Company's Managing Director and
Chief Appraiser for its "Cincinnati Office", located in Cincinnati,
OH.
The current leadership of CES is directing the Company with its goal primarily
aimed at aiding financial institutions of all sizes in resolving FIRREA
compliance issues with federal and state Bank regulators. However, due to
the experience of its Management and Staff, CES has also found opportunity to evolve
into providing an more of an array of professional consulting services that include
environmental and construction loan management services, loan documentation
review, troubled asset and loan workout solutions, real estate portfolio
evaluations and bank acquisition due diligence.
CES' Management and a
majority of its Staff have been employed by some of the largest and most
prestigious Private Corporations and Financial Institutions within the United States,
serving as Senior Review Appraisers, Department Managers, Chief Appraisers, Managers
of Corporate Loan Workout Groups, Experts and Counselors for Federal Regulated Bank
and Corporate Policy, Expert Witnesses regarding Real Estate and Regulatory Guidelines,
Institutional Real Estate Investment Advisors, among many other facets of real
estate professions.
During their institutional careers, CES Management and Staff have performed
complex due diligence and loan documentation review assignments, real estate
portfolio evaluation assignments, bank acquisition due diligence assignments
and has even teamed up with other nationally recognized professional consulting
firms developing requisitions for federal funding (TARP).
Regarding management of appraisal
due diligence, CES' Leadership shared in parallel capacities during their Institutional
careers, successfully developing and implementing fully staffed Collateral Evaluation
Departments for the institutions where they were employed. A few of their
accomplishments include:
developing
and managing strict budgets and staffing needs based on loan volume;
reviewing
professional and administrative staff positions on a quarterly and annual
basis,
training
of bank staff in appraisal practices and methodology, FDICIA, FIRREA, USPAP,
ASTM, Graham, Leach, Bliley Act, among other practices and regulatory topics;
developing
approved vendor lists for appraisers, evaluators, environmental engineers
and construction property inspectors, as required under federal regulatory
guidelines and institutional policy;
designing
programs for implementing in-house evaluations for real estate loans that fully
met the required thresholds of FIRREA that allow that type of service;
developing
and writing Bank Policy for Appraisal and Environmental, in compliance with
and conformance to FIRREA and ASTM guidelines, respectively;
developing
and administering Supplemental Guidelines for vendors to follow, superseding
all regulatory compliance requirements, thus improving the overall quality
above the required minimum regulatory due diligence guidelines;
and,
authoring numerous appraisal and bank regulation articles published by The
Appraisal Institute (AI), the RMA Journals, the American Bankers Association
(ABA), among others.
Reviewing the past and
current roles of the Company's Leaders and its Staff, it is easy to see why CES
cannot be considered as being just another traditional Appraisal Management Company
or Real Estate Consulting Company for that matter. That is because no
other company provides the similar experience or array of services that CES
offers.
